Natural born American citizens could also use this training. I don't know if there's a set number of years that should be the barometer for this. But there is somewhat of a concern if someone comes into a country in a way that isn't in keeping with the country's laws, that the person might not understand them. That being said, I also feel strongly that, at least on the local level even if not through voting, those who have come into the country by illegal means should have a way of communicating concerns to governmental authorities without fear of repercussions. |
