Firstly for people who cannot afford personal motor vehicles who struggle to find employment within their area but whom cannot travel far distances as there are no public transportation options which can travel those routes. Secondly a matter of space as in a city with over a million which there are 10 in the US cannot support every family owning their own car. As the average personal motor vehicle has only 1.5 occupants (https://css.umich.edu/publications/factsheets/mobility/personal-transportation-factsheet) these cities will face a limitation of space as urban sprawl leads to more individuals requiring a car to travel to city centers as the thousands of cars will take up too much space.
