What moral responsibility, if any, do countries have to maintain financial stability to avoid negatively impacting the global economy?

A lot of responsibility. Taxation is theft and government spending thus necessitates theft and force and fraud. Therefore – keep it at a minimum, not for the global economy's sake, but for the sake of decency and morality.
