Consider non-point source pollution. It starts as something small (a flicked cigarette, an apple left to rot, or even dog poop) that minorly affects the environment until it snowballs with everyone else's pollution to become a larger issue than when it first started.
If no one does anything about it nothing will change but if everyone does something about it a lot can change.
