State government should create opportunity tax credit scholarships where the individuals and corporations can donate a portion of their taxes to a non-profit scholarship organization. These organizations can hand out scholarships to be used at private schools. State governments should also create personal-use education tax credits where tax credits can be given for out of pocket education expenses (tuition, supplies, textbooks, educational materials, homeschooling curricula, online courses, and more)
