Would you feel more free with a smaller government, or would the uncertainty make you feel less secure?

I do believe large government organizations are often wasteful, and I like the idea of striving for efficiency. There's also a lot of stuff that's just not the government's business in my opinion (e.g. individual rights should be more important than mandated behavior unless harm is being done). But I'm not for just cutting taxes without a plan. I think budgets should be reduced for programs and departments that aren't delivering good results. Efficiency and efficacy should be rewarded in government, and this should free up funds to be used to do more good for citizens.
