Neither the government nor any specific person can control the direction of the free market or the necessary costs of creating these drugs, but the government could make subsidies to a point to make these drugs more accessible to those who need them, but cannot afford them. In such cases the amount of the subsidy should be determined on a case by case basis as each person's circumstance is unique.
