I think that ultimately it should be a crime but I think that it should be a policy to investigate why these people are homeless and arent getting help for themselves because a lot of times there are things like addictions and crimes involved in the reasons why they are homeless. And then based off of their individual circumstances, they should be provided with resources for them to better themselves. Then it should be logged that these people were helped and if they didnt at least try to get themselves the help that they need then they should be removed from the street.
