If the President has legitimate reason to believe delaying military force to wait for Congress will immediately result in serious risk and harm in the country and its people, he should be able to make the call. Congress needs to investigate whether the decision was justified in a timely manner, and if the President was not justified in using this power, he is at risk of impeachment. In all other situations, the President must wait for Congress.
