Yes, and subsidize communities hurt by the criminalization of these drugs to open local businesses (such as wed dispensaries, bong/hookah bars, etc.) then the disruption can be regulated and taxed and those addicted to dugs can get publicly funded medical and phycological treatment (like at heroin hotels)
