Greater levels of rehabilitation in all cases of incarcerated individuals is necessary to help them become productive members of society. Being productive includes the right to vote. Simply because a person has committed a crime in the past does not make them incapable of using critical thinking to participate in society, which obviously includes not committing any more crimes.
