Laws, regulations and taxes may help slow it down, but a sea change in attitude starting with corporations is necessary, or the debate will continue with little of no real progress towards the real consequences; massive displacement of populations, extreme weather events, changing climate patterns affecting food production and clean water availability. What is causing the change is not as relevant as working to mitigate and adapt to the changing conditions.
