Who benefits? Nobody. Not America. Not the Indians because reservations are a nightmare of crime, violence, and drugs.
Example after example has proven this fact: Half-conquest does not work. Either take a place or don’t.
If they want "independence" then give it to them. Zero federal aid. They can fend for themselves on "their" land.
It’s not “their” land, it’s the crappiest parts of the country that their ancestors were forced into.

Know whatever land was "crappy"? The sunbelt was horrible until we took the initiative and created farmland and built a civilisation out of it.

I agree. They are no longer dangerous barbarians like they used to be. Let them become full American citizens, and liberate them from these horrible reservations by abolishing them and allowing the free exchange of goods and movement of people across these lands. Plus, Noem was right.
