Yes, this question does not include saying that the homeless are bothering people or that they never leave said public place, there could be many reasons that homeless people chose not to enter those housing units. You never know what someone is going through. Also making it a criminal offense is only going to hurt the homeless more and make it less likely that they are able to afford or qualify for housing or jobs. They should be able to exist/sleep/or temporarily stay in public places. Charity places that cater to homeless people should also have more ground, and be more accepted.
