many military or paramilitary forces will attempt to blend in to civilian groups to sabotage the enemy or attack in secret. Ports used to bring aid can also be used to smuggle arms or munitions to the enemy, bringing occupying forces to a hard decision: open enemy ports and risk a harder to defeat enemy, or block most aid and lose lots of international support?
in the end, only the courts can decide if these actions are war crimes or not.
